  27. That'd be my first guess.  The modem is "adjusting" its speed to match the
  28. incoming call, which I have never had work well ;-)

  31. set MODEM SPEED-MATCHING OFF 
  32. coupled with the appropriate command to the modem.

  34. The down side to this, and perhaps supported by the low modem speed being
  35. used here, is that it requires proper modem protocol on both ends, which he
  36. might not have.
